2030 Long Range Transportation

A Long Range Transportation Plan is a capital improvement program to guide federal
and state funding expenditures through a span of 20 to 25 years. Improvements and
extensions of most of the main roads used to travel throughout the county will be
governed by this plan. Improvements are geared towards meeting the future travel
demand of people and goods in St. Clair County and typically include roadway widening,
new road construction, intersection improvements, mass transit improvements and
others. The plan is prepared using a detailed engineering model which will consider:
1. Current road network
2. Current traffic
3. Future land development
4. Future traffic
5. Financial capability
6. Concerns of the local citizens
Transportation Improvement Program (TIP)
The TIP document is a list of projects that are funded through various state and
federal programs, and which are aimed at improving the County's transportation system.
The implementation of the projects in the TIP is distributed across a three-year
time frame, but the document is developed annually before the federal fiscal year
begins in October. The TIP is amended several times through out the year in terms
of projects being added or moved to another year.
TIP documentation ensures compliance with federal, state, and regional requirements
regarding financial feasibility, and planning process. Projects in the TIP are prioritized
and derived from the Regional Transportation Plan (RTP) project list.
Range Road Corridor Plan

The Range Road Corridor Plan was prepared by the Range Road Advisory Committee,
which is an inter-municipal committee made up of representatives from each community
along the corridor. The plan provides recommendations for improvements to the roadway
and development of areas along the roadway over the next fifteen to twenty years.
The Corridor Development Plan contains:
1. Future Land Use Plan
2. Transportation and Streetscape Plan
3. Building Design Standards along the Corridor
4. Lot Development Standards
5. Natural Features along the Corridor
6. Implementation Plan
7. Range Road Overlay Zoning Ordinance
Unified Planning Work Program (UPWP)(820 Kb)
The St. Clair
County Transportation Study receives Federal Highway funds to plan for transportation
improvements within the County. Typically, we look at issues that impact the
provision of services to multiple communities or individual projects and their effect
on improving travel and mobility for our residents and freight.
The Unified
Planning Work Program (UPWP) is a “budget” that guides the transportation planning
program over a fiscal year that starts on July 1 and ends on June 30 of the following
year. This fiscal year is necessitated because we coordinate resources with
the Southeastern Michigan Council of Governments (SEMCOG).
There are three
areas of concentration within the UPWP-
1. Public Involvement
and Outreach;
2. Development
Monitoring and Refinement of Plans; and
3. Transportation
Planning Grant
Management
These areas
are divided into delivery units that have
specific Objectives;Are guided by
Methodologies;
Define specific Relationships by direct and indirect clients; and result in
Products that summarize the
planning, implementation, and evaluation of the delivery unit.
