To oversee and perform various building and grounds maintenance tasks for the operation and care of St. Clair County Park facilities.


·         Tour facilities to inspect buildings and grounds to determine work needed to be performed.

·         Inspect completed work to ensure conformance to specifications, standards, and requirements.

·         Inventory supplies of tools, equipment, or materials to ensure that sufficient supplies are available and items are in usable condition.

·         Plan and coordinate work activities of assigned staff and volunteers depending on work priorities, crew or equipment availability, or weather conditions; prioritize and assign tasks and projects, set deadlines, train and instruct employees and resolve issues.

·         Monitor project activities to ensure that instructions are followed, deadlines are met, and schedules are maintained.  

·         Interact with general public and facility users.

·         Enforce Park operating rules and facility reservations.

·         Operate park equipment including trucks, tractors and mowers and special equipment including aerial lift, stage and bleachers.

·         Open and close building.

·         Dust, sweep, mop and wax furniture and floors.

·         Clean and maintain lavatories.

·         Set up and clean up building facilities as required.

·         Wash windows, walls and woodwork.

·         Gather and dispose of refuse.

·         Operate maintenance and custodial equipment and tools.

·         Perform maintenance tasks, including painting.

·         Inventory, inspect and order supplies as needed.

·         Maintains records and reports as required.

·         Other duties as assigned.


Work is performed under the general direction of the Parks and Recreation Director with direct supervision by the Parks Operations Supervisor.



Supervises community service workers and volunteers.  Coordinates staff work duties in the absence of the Parks Operations Supervisor.


·         Graduation from an accredited high school (GED acceptable) required.

·         Three to five years of experience in performing the following: 

o    Building and grounds maintenance;

o    Electrical, plumbing, carpentry and small engine repair

o    Installation, operation and repair of the various types of equipment involved in the operation and maintenance of buildings and grounds.

·         Considerable knowledge of the methods, materials and equipment used in custodial and minor building and grounds maintenance work.

·         Reasonable knowledge of landscape construction and maintenance.

·         Reasonable knowledge of accepted cleaning methods and materials and the care of cleaning equipment.

·         Reasonable knowledge of electrical repair, plumbing, carpentry and small engine repair.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgement and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.  

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.                       

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgement.                                                                      

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.

  • Prior to starting employment, the candidate must complete a satisfactory background check.  The background check is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, driving record, sex offender registry, education, training and licensing verification, employment history, credit check, and professional and personal references.

·         Possession of a valid State of Michigan Commercial Driver’s License or successfully complete the training within ninety (90) days of employment in the position, and maintain eligibility to drive as per the County’s vehicle policy throughout employment in this position.

·         Possession of a valid CPR, first aid and AED certification, or successfully complete the training within ninety (90) days of employment in the position.

·         Must actively pursue certification as a Certified Playground Safety Inspector (CPSI) and Aquatic Facility Operator (AFO) within one year of appointment.  Certification is required within the first year of employment in the position and must be maintained throughout as a condition of continued employment.

·         Must be available evenings, weekends and holidays.

·         Position may occasionally work in an office setting; frequently works in an outdoor environment with exposure to weather-related heat and cold, rain, wind and varying weather conditions.

·         Park properties are natural areas that risk exposure to various plants, insects, snakes, environmental allergens, etc.

·         Operating park maintenance equipment exposes personnel to moderate levels of noise, fumes, airborne particles and vibrations on a regular basis.

·         The employee occasionally works in areas requiring the use of Personal Protective Equipment such as gloves, safety glasses or hearing protection.
