POSITION SUMMARY:

Performs a variety of tasks, such as but not limited to, weighing, recording, selling and collecting tickets for solid waste materials deposits, recording financial transactions, responsible for cash receipts, and billings and daily deposits.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         Answer phones, ability to answer all questions regarding environmental testing requirements and issues related to billing and pricing for Contaminated Soils, Special Waste, MSW, and Demolition.
Responsible for recording all financial transactions and responsible for all cash receipts

·         Responsible for controlling landfill access with regard to source and type of waste, landfill permits, size of trucks for load pricing by all waste types, verify that waste can be accepted, what is being received, and what the fee should be.

·         Responsible for all cash receipts and daily deposits.

·         Record and maintain records for all landfill transactions.

·         Maintain compliance with load acceptance procedures.

·         Maintain compliance with asbestos management procedures

·         Responsible for opening and closing landfill.

·         Weighs, records, collects tickets for deposit of solid waste material from public, commercial and industrial waste haulers.

·         Collects fees and prepares daily bank deposit, issues receipts.

·         Completing invoice vouchers, purchase order management and payroll.

·         Determines cubic yard capacities of solid waste haulers.

·         Surveys landfill area to maintain proper order.

·         Directs haulers to proper dump sites.

·         Identifies hazardous or nonconforming waste and takes appropriate action.

·         Enforces the landfill operating rules and regulations.

·         Maintains accurate daily and regular logs, records and reports as directed.

·         Maintains familiarity with emergency response protocol.

·         Other duties as assigned.

SUPERVISION RECEIVED:

Work is performed under the general supervision of a Landfill Director.

SUPERVISORY RESPONSIBILITIES:

May act as lead worker in the absence of the Landfill Director.

EXPERIENCE, SKILLS, EDUCATION:

·         Graduation from an accredited high school including or supplemented by courses in bookkeeping and commercial subjects. 

·         Some experience in performing clerical responsibilities and a working knowledge of bookkeeping requirements, accounts receivable and accounts payable.

·         A minimum of 1 year of experience in a modern office environment performing responsible clerical tasks is required.

·         Additional training in landfill/solid waste management and MDEQ record keeping requirements, waste screening and load inspection, and household hazardous waste materials handling highly preferred.

·         Considerable knowledge of the operation of a sanitary landfill.

·         Considerable knowledge of hazardous or nonconforming waste, contaminated soils requirements, Special Wastes, MSW, Demolition Waste and Asbestos management.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.             

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.                       

·          Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.      

         

CONDITIONS OF EMPLOYMENT:
  • Prior to starting employment, the candidate must complete a satisfactory background check.  The background check is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, driving record, sex offender registry, education, training and licensing verification, employment history, credit check, and professional and personal references.
  • If required to operate a County-owned vehicle, the employee must possess a valid State of Michigan operator license and maintain this license throughout employment in this position.

·         Normal office hours are from 7 a.m. through 5 p.m. Occasional Saturdays 8am-2pm.

·         Generally works in a normal office environment.

·         The noise level in the work environment is moderate with many interruptions.
