Performs a variety of support enforcement related activities including monitoring, enforcing, compliance and closure of cases.  Performs child support reviews, makes recommendations to the Court and testifies as required.    Conducts special projects to improve on State measured performance indicators.  Conducts conciliation of support enforcement matters with both parties, when appropriate. 


·         Reviews court orders to conduct an investigation; reviews case files and sends request for information to various sources. 

·         Conducts support investigations and applies facts to the Michigan Child Support formula, issues a report of the findings, submits a written recommendation and order, and testifies on findings and recommendations, as required.

·         Evaluates all support matters pre or post judgment, as referred, on establishment, enforcement and modification including child support, medical support, child care expenses and spousal support.

·         Gathers information to make recommendations to the court using applicable law, procedures and policy. 

·         Reviews, initiates and determines the necessity of preparing orders or implementing complex or non-routine enforcement measure including, but not limited to felony warrants, license suspension, passport denial, tax intercept, and credit bureau reporting.

·         Directs enforcement process.

·         Researches, initiates, investigates and responds to inquiries from clients, employers, attorneys or related agencies on support matters and provides answers to procedural or case specific questions.

·         Works with parties to discuss financial matters and attempt to resolve support matters through conciliation when appropriate. 

·         Assists parties with consent orders.

·         Prepares and maintains enforcement related reports such as status and delinquency reports and determines whether to enforce or delay enforcement.

·         Takes action to locate payers for enforcement.

·         Utilizes federal, state and local locator services including Secretary of State, workers compensation, telephone directories, internet and any other source. 

·         Contacts jails, prisons, parole offices, and other agencies to locate payers.

·         Participates with formulating procedural enforcement changes, as directed by a supervisor to enhance support enforcement efforts. 

·         Assists with training new judicial enforcement analysts, as directed by a supervisor.

·         Gathers records, reviews files and contacts relevant agencies or departments to make recommendations to the court on all support matters. 

·         Manages special enforcement related projects on case load queries, arrears management, case load clean-up and others to ensure maximum federal reimbursement based on performance.

·         Reviews caseload reports, histories and referral orders of enforcement and ensures timeliness, accuracy and adherence to court standards.

·         Assists with bench warrant clean-up, monitoring and recalls. 

·         Handles credit bureau disputes and social security administration eligibility notifications. 

·         Maintains assigned case load by monitoring, enforcing, clean-up, case closure and more. 

·         Other duties as assigned.


Works under the general supervision of the Friend of the Court and direct supervision of the Judicial Service Coordinator.




·         Bachelor Degree from a regionally accredited college or university in psychology, social work, business, accounting or related behavioral or business degree required.

·         3 to 5  years of previous work-related skill, knowledge or experience is required. 

·         Ability to speak effectively and accurately in a courtroom setting and testify in court.

·         Reasonable knowledge of judicial procedures.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.    

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.  

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.
