POSITION SUMMARY:

The Senior Appraiser is responsible for performing the more difficult and complex property appraisal work; for investigating and appraising personal property, residential, commercial, agricultural and industrial real property; for supervising field staff work; for providing assistance to the Director or Deputy Director on field assignments, appraisal methods and procedures, technical data and departmental reports; and for performing related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         Locate, sketch, measure and photograph personal property, agricultural, residential, commercial and industrial real properties and improvements for appraisal and assessment purposes.

·         Classify buildings according to type and location and determine depreciation and improvement costs.

·         Perform calculations and use various office equipment.

·         Read and interpret land descriptions, make sketches, drawings and graphs relating to assessment data.

·         Contact business firms and individuals; determine costs of fixture, machinery, equipment, furniture, stock and other personal property by observation and by inspection of bookkeeping records.

·         Audit personal property forms.

·         Maintain current data on prices and inventories of merchandise and equipment.

·         Train employees in work procedures.

·         Prepare summaries and special reports as required.

·         Determine costs of buildings and improvements and depreciation values; compute assessment values.

·         Other duties as assigned.    

SUPERVISION RECEIVED:

Work is performed under the general supervision of the Equalization Director.

SUPERVISORY RESPONSIBILITIES:

The Senior Appraiser may assist in the supervision of field staff at the request of the Director or Deputy Director, monitor day-to-day fieldwork, review appraisals and assist staff appraisers on an “as needed” basis.

 

EXPERIENCE, SKILLS, EDUCATION:

·         Graduation from an accredited high school, supplemented by courses in real estate appraisal, law and accounting.

·         Several years of experience in the appraisal or equalization of various types of real and personal property.

·         Certification by the State Assessors Board at MAAO certification level.

·         Considerable knowledge of the principles, laws, methods and practices of appraising the value of land, buildings and personal property.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.             

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.                       

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.

CONDITIONS OF EMPLOYMENT:

  • Must possess a valid State of Michigan operator license and maintain this license throughout employment in this position.

·         Due to the nature of this work, hours are flexible, although normal office hours are from 8:00 a.m. through 4:30 p.m.
