POSITION SUMMARY:

The Chief Probation Officer is responsible for directing and supervising the caseload, reports and routine activities of the District Court Probation Department as well as performing the regular duties of a Probation Officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Serves as a working supervisor, performing duties of a probation officer with a full caseload while directing the professional and support staff of the department.
  • Participates in employee selection, training, performance evaluations, disciplinary actions and salary increase recommendations.
  • Assists in preparation of annual departmental budget and monitors expenditures against projected costs.
  • Assures accuracy of accounts for fines, costs, restitution and reimbursement of attorney fees as received from probationers and appropriate distributions.
  • Reviews and approves all pre-sentence investigation reports and sentence recommendations as to both form and content.
  • Assigns cases to probation officers in a manner so as to provide equal distribution of workload.
  • Monitors attendance, daily activities of staff and effectiveness of work habits.
  • Assures the completion of all pre-sentence reports by due dates and violation recommendations prior to expiration of court’s jurisdiction.
  • Provides guidance to probation officers in counseling probationers and in availability of outside agency assistance when needed.
  • Supplies Court Administrator with statistical reports of current caseload, new referrals, discharges, fees collected and other pertinent information.
  • Performs or directs the performance of screening and assessments as necessary for sentencing of offenders convicted of drinking and driving; included is the training and licensing required to be in conformance with regulations of the Michigan Office of Substance Abuse Services.
  • Provides periodic reports of departmental progress, problems and needs to the Court Administrator.
  • Instructs probation officers on changes in legal requirements and objectives of the judges as required.
  • Provides any and all services reasonable necessary to the efficient operation of the Probation Department.

SUPERVISION RECEIVED:

Work is performed under the direction of the Administrator for the 72nd District Court.

SUPERVISORY RESPONSIBILITIES:

The Chief Probation Officer is the immediate and direct supervisor of all 72nd District Court Probation Officers and the department’s clerical staff.

EXPERIENCE, SKILLS, EDUCATION:

·         A Bachelor’s Degree in Criminal Justice, Psychology, Sociology, Business Administration, Political Science or related field.

  • Possession of a valid Michigan Driver’s License.
  • A minimum of five (5) years  of experience as a probation agent, corrections officer, social worker, police officer or related field.
  • Waiver of specific requirements may be made if an applicant possesses exceptional managerial skill.
  • Thorough knowledge of all statutes, case law decisions and court rules regulating the pre-sentence investigations; the structuring of sentences and terms of probations; the procedures for imposing sanctions for violations of probation; and the conditions warranting discharge form probation.
  • Considerable knowledge of the principles and practices of adult criminal corrections, alternatives available for sentencing and the community resources available for professional therapy and counseling.

·         Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures. Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgment. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments.      

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.  

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.    

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

  • Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.
