POSITION SUMMARY:

Monitors the operation of a Tier II branch library of the St. Clair County Library System; this includes oversight of staff functions, programs, collections, services, community outreach, and facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         Responsible for problem solving with others within the branch, contacts public service coordinator for problem solving assistance when required.

·         Provides orientation to the branch for new employees.

·         Provide reference and readers advisory service to the public utilizing on-line reference databases and eBooks, the Internet, print reference resources and the St. Clair County Library’s professional reference librarians.

·         Contacts Technical Services for technology assistance when required.

·         Select, maintain, and evaluate the library collection with guidance and assistance as needed from technical services to meet the needs of the local community according to the St. Clair County Library System’s material selection guidelines and policies.

·         Monitor material processing work performed by staff as assigned by administration.

·         Operate from established procedures

·         Oversee the circulation of materials according to policies established; assuring this function is handled with consistency and accuracy by all staff.

·         Monitor the library facility informing the local municipality/township and administration of needed repairs, safety concerns, or required improvements of the physical plant.

·         Develop (or works with assistants in developing), new and innovative programs at the branch designed to create interest and enjoyment of the Library, presents to administration for approval and implements.

·         Maintain patron records according to St. Clair County Library System practices, policies, and procedures and adheres to the privacy guidelines established.

·         Instruct the public in how to use the on-line catalog to find materials and to place holds.

·         Instruct the public in how to access library services.

·         Follow county library procedures for the collection of and the accounting for funds received from the public and remit these to the business office of either the St. Clair County Library System or the local municipality as appropriate.

·         Enters staff schedule changes, approved by administration, into staff scheduling software.

·         Communicate the branch library concerns, activities and needs to the Public Service Coordinator and administrative team.

·         Act as liaison to the local advisory board, municipal council, Library Friends and other local groups as assigned by administration to promote the interests of the library branch and the entire library system.

·         Generate and maintain branch records, statistics, and reports as required.      

·         Work with Community Relations Department to promote library system services by providing information on branch library services, facilities, rules, and activities with a focus on library system membership.

·         Acquire thorough knowledge of the community and its demographics so that library service can meet the specific needs of the community.

·         Monitor enforcement of the policies and procedures of the St. Clair County Library System and any other local or county governance related to the operation of the branch library.

·         Further credentials and skills by regular attendance of work related training.

·         Attend meetings as required.

·         Other duties as assigned.

SUPERVISION RECEIVED:

Work is performed under the general supervision of the Public Service Coordinator and, in the absence of the Public Service Coordinator, the ITC Coordinator or the Director.

 

SUPERVISORY RESPONSIBILITIES:

This non-supervisory position mentors staff as the branch lead and is responsible for role modeling and promoting organizational values within the branch and as a representative of the St. Clair County Library System.

 

EXPERIENCE, SKILLS, EDUCATION:

·         Must possess a Bachelor’s Degree or be currently employed as a Branch Lead in the St. Clair County Library System.

·         The qualified candidate must obtain a Library of Michigan Level 3 Limited Professional certification within first year of employment.

·         Possessing or working towards a Master’s Degree in Library and Information Science is highly desirable.

·         1-3 years of experience in library related profession preferred.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.

·    Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.  

·    Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Ability to demonstrate predictable, reliable, and timely attendance.                 

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                            

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.      

CONDITIONS OF EMPLOYMENT:
  • Prior to starting employment, the candidate must complete a satisfactory background check.  The background check is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, driving record, sex offender registry, education, training and licensing verification, employment history, credit check, and professional and personal references.
  • Must possess a valid State of Michigan operator license and maintain this license throughout employment in this position.

·         Must obtain a Level III Certification through the Library of Michigan within the first year of employment.
