Title: Mediator/Special Assistant

Conducts confidential mediation services to resolve disputes involving custody and parenting time.  Researches, monitors and files reports with the State. Performs resolution conferences on newly filed domestic relations case.    Handles complex custody and parenting time matters on behalf of the Court.


·         Assists with overseeing the custody and parenting time division of the Friend of the Court.

·         Coordinates and performs Friend of the Court Act mediation services as outlined in MCL 552.513. 

·         Assist parties with reaching and executing agreements in a confidential setting. 

·         Screen cases for domestic violence by applying the Domestic Violence Protocol.

·         Prepare mediation orders, memorandums and related reports resulting from mediation.

·         Make appropriate referrals for community based services to assist parties. 

·         Establish contacts and referrals with other agencies and serve as agency liaison when required. 

·         Represent the Friend of the Court on community workgroups. 

·         Conference with judges regarding cases, make recommendations to the Court on referred matters and testifies in court as required. 

·         Maintain close working relationship and consults with judges, referees, attorneys, probation officers, case workers, police officers, social services professionals and other representatives on case circumstances, outcomes and compliance.

·         Schedule and conduct resolution conferences on all newly filed domestic relations cases.

·         Prepare orders resulting from resolution conferences.

·         Substitute for custody and parenting time staff, including assist with warrants and testify in court, as required. 

·         Intervene and respond to escalated clients in person and on the telephone.

·         Provide case consultation with staff on case management issues and develop solutions for difficult or complex cases.

·         Serves as supervisor to assigned employees. 

·         Assist staff with interpreting and applying office policies and procedures and other related issues. 

·         Develops and writes parenting time and custody policies at the direction of the Friend of Court.

·         Oversight and supervision of the Custody and Parenting Time team, providing guidance and direction, staff performance evaluations, work plans, time management, attendance, work production and other performance issues. 

·         Approves leave requests.

·         Assists with and makes recommendations to the Friend of the Court on hiring, work assignments, training, performance evaluation, promotions, discipline and termination. 

·         Develop and conduct ongoing training regarding custody, parenting time and other matters to staff.

·         Ensures statutory timelines are adhered to on custody and parenting time services. 

·         Coordinate, monitor and provide financial management on State grants. 

·         Reviews and tracks all grant expenses; files grant reports with the State; prepare invoices and statistical reports to the State for payments. 

·         Assist with special projects as assigned by the Friend of Court

·         Compile and maintain statistical data.

·         Other duties as assigned.


Mediation is performed under the direct supervision of the Friend of the Court and the Deputy Friend of Court.


Supervises Judicial Domestic Specialists, team secretary and other staff as required. Directly participates in promotion, hiring, disciplinary actions and other supervisory functions as required by the Friend of the Court.  Supervision includes, but is not limited to, daily oversight of the assigned team.  Delegating responsibilities, tasks and work flow to subordinate employees, assisting subordinate employees with case management decisions when necessary, and to address issues such as time management, attendance, work production and other performance issues. 


·         The statutory requirements for a Friend of Court Domestic Relations Mediator as set forth in the Friend of Court Act, MCL 552.513, being;

·         A license to practice psychology or a Masters degree in counseling, social work or marriage and family counseling, and successful completion of State Court Administrator Office (SCAO) training;


·          Not less than 5 years experience in family counseling related to the area Friend of Court responsibilities and successful completion of SCAO


·         A graduate degree in behavioral science and successful completion of SCAO training with at least 40 hours of classroom instruction and 250 hours of practical experience working under the direction of a person who has successfully completed a program certified by SCAO or membership in the state bar of Michigan and successful completion of SCAO training.

·         Successful completion of Domestic Violence Screening Protocol training.

·         Five years of significant work-related skill, knowledge, or experience required.

·         Performs all mediation services as mandated by statute.

·         Knowledge of the court system and procedures used in domestic relations matters; and

·         Knowledge of other resources in the community to which the parties to a domestic relations matter can be referred for assistance.

·         Knowledge of child development, clinical issues relating to children, and child custody research.

·         Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures. Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgment. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments.                     

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.    

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.             

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.


·         Ability to demonstrate predictable, reliable, and timely attendance.                

·         Ability to read, write & communicate in English; follow written and verbal instruction and understand basic mathematics and figure checking.              

·         Ability to interpret and apply procedures, rules, technical information, instructions, manuals to complete tasks accurately and on schedule.                                     

·         Ability to learn from directions, observations, and mistakes; and apply procedures using good judgment.                                                                        

·         Ability to use discretion and maintain sensitive and confidential information.     

·         Ability to work independently or part of a team; ability to interact appropriately with others such as County officials, employees, vendors and the general public.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.
