POSITION SUMMARY:

The Senior Court Clerk Coordinator is a member of the Court Administration team, responsible for the effective and efficient coordination of the court administration office functions consistent with Michigan statutes and court rules. Under the direction of the Circuit Court Administrator the incumbent sets daily priorities, trains, schedules and assigns tasks to other staff, and is directly responsible for specified non-judicial functions of the court; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         Responsible timely and accurate processing of payroll, purchasing and accounts payable for Circuit Court and current grant programs. 

·         Responsible to complete and/or assign tasks for timely and accurate indigent defense appointments and payments for both trial and appellate defense in Circuit Court.

·         Manages the court records, assignment and scheduling of attorney panels, and distribution of results for Civil ADR program for Circuit, District and Probate Courts.

·         Compiles, validates and electronically submits the required caseload and other performance reporting to the Court Administrator, Chief Judge and State relative to efficiency and fairness of the Court. Coordinates and verifies submissions from other court divisions.

·         Maintains records and obtains State approval of judicial assignments and administrative policies adopted by the court.

·         Manages maintenance of security and attorney, offense and other key information tables for court software systems.    

·         Serves on behalf of Circuit Court Administrator as daily liaison to local court jurisdictions, bar association, and criminal justice agencies and State Court Administrative Office.

·         Effectively communicates with the public daily to ensure understanding of court processes, services and options for access in-person, phone and via correspondence.

·         Provides high quality, timely and cost effective court services and information.

·         Other duties as assigned.

SUPERVISION RECEIVED:

Work is performed under minimal supervision under the direction of Circuit Court Administrator.

SUPERVISORY RESPONSIBILITIES:

Schedules and assigns work of staff assistants. Coordinates work of the court paralegal team including staff in other court and criminal justice agency offices linked by technology to a shared software system.

EXPERIENCE, SKILLS, EDUCATION:

·         Associate’s Degree Public Administration, Business Administration, Criminal Justice or related field and 5 years of progressively responsible experience in court or legal office administration.

·         Bachelor’s Degree and/or supplemental paralegal training can substitute for up to 2 years of the required experience.

·         Significant knowledge of laws, legal codes, court procedures, precedents, legal practices and documents used and processed in the Circuit Court preferred.

·         Complex accounts receivable/payable practices, banking procedures, third party billing and private pay processes.  Proficient in accounting software, i.e. Bi-Tech or One Solution. Ability to reconcile financial reports or records; process department payroll; prepare and reconciled journal entries; purchasing procedures. Knowledge of accounting principles, audit standards, budgeting; annual financial reporting; and IRS practices for Federal, State and Local. Knowledge of liability coverage and claims procedures.         

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.    

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

  • Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.

CONDITIONS OF EMPLOYMENT:

  • Must possess a valid State of Michigan operator license and maintain this license throughout employment in this position.
