Title: Maintenance Worker/HVAC

POSITION SUMMARY:

This is skilled work of the journeyman level in the operation; maintenance and repair of high and low pressure boilers, chillers, air handling equipment, refrigeration and heating equipment.  The work involves the performance of skilled tasks in accordance with standard trade practices in the operation of high/low pressure boilers, steam and water systems, large stationary chillers, air handling units and related equipment, refrigeration equipment, and general maintenance repair when necessary.  Assignments are made in the form of written or oral instructions, although much of the work arises out of inspections, trouble shooting and computer interaction. Employees in this position may be required to work varied hours as assigned to complete projects and perform preventive maintenance work. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Diagnoses heating, ventilation, and air conditioning problems, sets priorities of HVAC needs, orders parts and materials.
  • Assists with HVAC design and layout, repair, installation projects, and pulls HVAC related permits for all County owned facilities.
  • Oversees and participates in the monitoring, trouble shooting, and operation of heating and air conditioning systems including, but not limited to testing circuits, cleaning evaporators and condenser cells, checking and changing filters, adding boiler chemicals, changing belts and motors, checking combustion air, testing pressure release valves and low water cut-offs, lubricating bearings, repairing lines, and rebuilding traps.                                                                      
  • Estimates projects costs, coordinates with outside contractors (when needed) and oversees their work.         
  • Installs, programs, and utilizes computerized climate control systems (Honeywell XBS-500 & EBI HVAC Systems) for both existing and future applications.                  
  • Ability to perform state mandated CSD-1 testing on boiler systems.
  • Leads assigned staff on various HVAC projects, including hands-on training in methods and safety.
  • Responsible for ensuring compliance with OSHA, ADA, and all other regulations on assigned projects.
  • Utilizes and have certification in a variety of HVAC equipment including specialized equipment such as refrigerant recovery and recycling.
  • Performs other general repairs to County buildings, fixtures, and equipment.
  • Performs work of other maintenance positions as necessary, including moving furniture, meeting set-ups, assist with snow removal, working on electrical, plumbing, and other facilities functions.
  • Create and implement a regular HVAC preventative maintenance schedule for all county owned facilities.
  • Other duties as assigned.
SUPERVISION RECEIVED:

Supervised by the Director of Buildings Operations & Maintenance or designee.

SUPERVISORY RESPONSIBILITIES:

Plans building needs and leads assigned maintenance staff on designated projects.

EXPERIENCE, SKILLS, EDUCATION:
  • High school graduation or equivalent.
  • Five or more years of experience in HVAC systems in commercial, industrial and or municipal/government sites.
  • Required certifications include: Associated State and Federal licenses/certifications for refrigerant and EPA type IV Universal Certification. Possession of Refrigerant Transition and Recovery Certification.
  • Possession of Boiler Operator’s License from the State of Michigan.
  • Possession of Boiler Engineer’s License and Mechanical Contractor’s License
  • Asbestos Abatement Certification (required after employment).
  • Position requires employee to work in secure facilities.
  • Related experience in electrical, plumbing, and other building trades areas are preferred.
  • Working knowledge of the occupational hazards and safety precautions of the trade, along with knowledge of the local, State and Federal laws governing maintenance and repair of related systems.
  • Working knowledge of geo-thermal systems as well as pneumatic and electrical control circuits as they apply to the trade and ability to integrate for microprocessor control.
  • Ability to use trade specific hand and power tools.
  • Ability to read blueprints and working specifications.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.      

CONDITIONS OF EMPLOYMENT:
  • Prior to starting employment, the candidate must complete a satisfactory background check.  The background check is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, driving record, sex offender registry, education, training and licensing verification, employment history, credit check, and professional and personal references.
  • Must possess a valid State of Michigan operator license and maintain this license throughout employment in this position.
  • The qualified candidate must pass LEIN background check to qualify for and retain position.

·         Ability to take and pass any tests for certifications.

·         Maintain required licensure throughout employment.
