Title: Airport Manager
Department: Airport
Wage Range: $38,963   View compensation structure
Responsible for administration and management of the operation of the St. Clair County International Airport and Air Industrial Park on a daily basis. Administration includes the direction of the workforce and recommendation as to appointment, discipline and discharge of all support staff. Management includes enforcement of the airport Rates and Fees, Rules, Regulations and Minimum Standards and County policies and procedures.
An employee in this classification is subject to the supervision and direction of the County Administrator
An employee in this classification exercises control for the appointment, discipline and discharge of all Airport personnel. Task assignment, assessment and evaluation shall also be the responsibility of the employee in this classification.
Proven ability to effectively manage multiple programs and budgets.
Proven ability to effectively manage human resources and other operational resources.
Proven ability to interpret and implement complex rules, regulations and policies.
Proven ability to communicate tactfully and effectively both orally and in writing.
Possession of a bachelor's degree in airport management or related management field of study is preferred.
Five years of progressively responsible experience including administrative, public relations, marketing and airport operations is required.
Certification as a Weather Observer preferred but not required.
Possession of a pilot's license, knowledge of the principles of flight is highly preferred.
Knowledge of the Federal Air Regulations and Airman Information Manual
Automated External Defibrillator and CPR Certification required
Must possess a Michigan's Airport Managers License.
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
Coordinate and initiates the marketing of the airport and Air Industrial Park.
Recommend opportunities or policies, which will generate
revenue for the airport and Air Industrial Park.
Manages the daily administrative and operational control of the airport and its resources.
Administers multiple airport budgets
Appoints, disciplines, schedules, trains and relieves employees of work in accordance with all applicable collective bargaining agreements, personnel policies and budgetary allocations as directed.
Prepares and recommends an annual operational budget to the County Administrator in a timely manner.
Enforces the airport's Rate and Fees, Rules Regulation and Minimum Standards of the airport, Michigan Aeronautics Commission, Federal Aviation Administration and the St. Clair County Board of Commissioners.
Provides proper maintenance of all airport property, facilities and equipment.
Protects, preserves and maintains the assets represented by the capital investment in the airport facilities in conformance with the Airport Master Plan.
Advises the County Administrator of proposed construction or zoning changes to or near the airport, which could affect air navigation safety or the use of the airport.
Assists the Federal Aviation Administration in the enforcement of the applicable Federal Regulations
Assist U.S. Customs and Immigrations to effectively run the airport as an efficient international point of entry.
Promote the utilization of the airport and its facilities and maintain good public relations with airport users, tenants, and the general public.
Solicits, processes applies and administers financial grants as directed.
Solicits contractual bids for services on airport grounds.
Disseminate updated and revised information such as maps, radio frequencies and services to agencies and aviation publications.
Provides and maintains leases, reports and records in accordance with all governing direction imposed upon the airport by Federal, State and Local commissions and/or agencies.
Provides periodic activity and progress reports as directed.
Acts in an advisory capacity to the St. Clair County Board of Commissioners, Aeronautics Board, County Administrator and as otherwise requested.
Develops and maintains airport emergency plan, security plan and Rules Regulations and Minimum Standards.
Availability for airport emergencies 24 hours a day 7 days a week
Ability to operate heavy equipment for snow plowing and turf mowing.
Enforces the St. Clair County International Airport Zoning Ordinance
Performs a variety of administrative and managerial tasks as may be assigned.
