SCCOTS Activities

In order to fulfill its federal and state mandates, SCCOTS staff, in conjunction with SEMCOG, is engaged in the following ongoing transportation planning activities.

Plan Monitoring

In order to meet the ever changing transportation needs of the County, staff is involved with the regular collection, maintenance and analysis of transportation, land use, socioeconomic, and environmental data as they impact the countywide long range transportation planning process.

Plan Development and Detailing

Consistent with MPC directives and the TEA-21 legislation, SCCOTS coordinates Regional Transportation Plan (RTP) update activities with SEMCOG and MDOT. The RTP guides sensible development of the regional transportation system and fulfills federal regulatory requirements, making regional transportation projects eligible for funding.

Planning Services

SCCOTS services are aimed at assisting local governmental units in conducting transportation studies and securing federal and state transportation funds to improve the transportation network of the County. Services include cooperation with other governmental and private institutions, procurement and distribution of transportation planning related materials and data such as traffic counts, and representation on local and regional communities.

Plan Implementation

This aspect focuses on the orderly implementation of SEMCOG's Regional Transportation Plan (RTP). Work concentrates on developing the three year prioritized project list for inclusion into the regional Transportation Improvement Program (TIP). Work also includes any necessary amendments to the adopted TIP throughout the year. TIP document ensures compliance with federal, state, and regional requirements regarding financial feasibility, and the planning process. Projects in the TIP are prioritized and derived from the RTP project list. SCCOTS also works with SEMCOG, MDOT, FHWA, and other local agencies in implementing 'Continuing, Comprehensive, and Cooperative' (3C) planning process.

Program Administration

SCCOTS is also responsible for the administrative tasks (paperwork) necessary to manage the federal grants and document the unified planning work program activities and expenditures.
