NOTICE OF PUBLIC HEARING

The St. Clair County Transportation Study (SCCOTS) will hold a Public Hearing to review the proposed 2045 Long Range Transportation Plan for St. Clair County and the FY 2020-2023 Transportation Improvement Program.  The hearing will be held Wednesday, December 12, 2018, at 3:00 p.m. in Conference Room A of the St. Clair County Administration Building, 200 Grand River Avenue, Port Huron.

The intent of the hearing is to gain citizen input prior to formal adoption of the 2045 Long Range Transportation Plan and FY 2020-2023 Transportation Improvement Program, the purpose of which is to prioritize long-range transportation improvements based on established goals and policies and fiscal constraints.

A copy of the proposed 2045 Long Range Transportation Plan is available for review at the offices of the Metropolitan Planning Commission during normal business hours (8:00 a.m. – 4:30 p.m. Monday through Friday) at 200 Grand River Avenue, Suite 202, Port Huron. The plan can also be reviewed below.

Trails Strategy & Action Plan – Community Input Meetings December 11, 2018

St. Clair County, along with the Community Foundation of St. Clair County and numerous local and regional partners, is developing an updated Trails Strategy and Action Plan that will identify existing gaps in countywide non-motorized trail networks, identify preferred alternatives to eliminate those gaps, and prioritize the timing and sequencing for completing needed connections.  Our ultimate goal is to complete the Bridge to Bay Trail and Wadhams to Avoca trail networks, which includes connecting to the Macomb Orchard Trail and the Great Lake-to-Lake Trail.  The County has hired SmithGroup, a consulting firm out of Ann Arbor, to carry out this project. Funding assistance for this project is being provided through a Multi-Community Planning Assistance grant from the Southeast Michigan Council of Governments and a grant from the Community Foundation of St. Clair County.

A series of community meetings will be held throughout the process.  The first two community meetings will be held on Tuesday, December 11. On that day, an early meeting will be held from 11:30 am to 1:30 pm in the Don Dodge Auditorium at the St. Clair County Administration Building, 200 Grand River Avenue, Port Huron, MI 48060. Later that same day, a second meeting will be held from 6:30 pm to 8:30 pm at the Sperry’s 2nd Floor Dinnerhouse, 301 Huron Avenue, Port Huron, MI 48060.




2045 Long Range Transportation Plan
Public Input Opportunities

St. Clair County Metro Planning is seeking public input on its 2045 Long Range Transportation Plan which is currently being updated. The 2045 Long Range Transportation Plan is an essential element of an agency's transportation planning process.  This plan has a 25-year planning horizon and guides the development of our transportation system with goals/objectives, performance measures, and project prioritization. This document serves as the foundation for the development of the Transportation Improvement Program (TIP), a fiscally constrained, four-year planning tool that programs all federal transportation funds spent in St. Clair County.

County Receives Grant to Assist Communities and Developers with Redevelopment Projects

The St. Clair County Brownfield Redevelopment Authority (SCCBRA) and the Authority’s coalition partners, the St. Clair Land Bank Authority, the Cities of Marysville and Port Huron and Port Huron Township, were recently successful in securing $400,000 in U.S. EPA Brownfield Coalition Assessment Grant funds to assess abandoned and contaminated properties. The Assessment Grant can be used to assess the environmental conditions on sites suspected of being impacted by petroleum products or hazardous substances. 

Each source of funding has its own list of eligible activities. Nevertheless, funding assistance is generally provided for the following activities:

  • Phase I & II Environmental Site Assessments (ESAs)
  • Soil, Soil Gas, Groundwater Sampling & Laboratory Analysis
  • Lead & Asbestos Surveys
  • Baseline Environmental Assessments (BEAs)
  • Documentation of Due Care Compliance 
  • Brownfield Plans
  • Act 381 Work Plans
  • Remediation & Cleanup Planning
  • Demolition
  • Due Care Response Activities
