POSITION SUMMARY:

Coordinates the development and implementation of court facility security systems and policies for multiple Court locations.  Responsible to oversee the weapons screening of all persons and property entering the Court Buildings, oversee facility security personnel and coordinates training necessary to provide security in St. Clair County Court facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Responsibilities include directing the daily operations of department, scheduling staff, plan and coordinate work assignments, prioritize and assign tasks and projects, set deadlines, train and instruct employees and resolve issues.
  • Review security needs of court and make necessary recommendations for improvements in policies and procedures.
  • Research and formulate long term goals, develop policies and implement approved policies and procedures.
  • Regularly confers with judges, staff of other courts, law enforcement representatives and the general public regarding court activities and court security issues.
  • Performs and/or assists subordinates in performing security duties in high-risk situations.
  • Oversee court facility security devices such as x-ray machines, hand held and walk-through devices.
  • Monitor court security cameras.
  • Provide annual weapons training and certifications.
  • Assists law enforcement officers and court officials in emergencies by following established procedures for the evacuation of personnel from the building, lock down of building, conducting searches, etc.

·         Other duties as assigned.

SUPERVISION RECEIVED:

Work is performed under the direction of the Circuit Court Administrator.

SUPERVISORY RESPONSIBILITIES:

Manage and direct overall department operations, including budgeting, planning and personnel activities of facility security staff (both in-court bailiffs and security screening personnel). Directly supervises the work of others and is vested with authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline employees, with the responsibly to direct them, to adjust their grievances, or to effectively recommend such action requiring the exercise of independent judgment in accordance with the Court’s policies, collective bargaining agreements and applicable laws.

EXPERIENCE, SKILLS, EDUCATION:

·         Bachelor's degree with a major in Business or Public Administration or a closely related field required.

·         A minimum of five (5) years of progressively responsible law enforcement or security experience in a professional administrative capacity at a level exercising considerable independent judgment and authority required; experience in a court environment or a certified police officer with prior law enforcement experience preferred.

·         An equivalent combination of relevant professional work experience supplemented by technical training, college coursework and/or certification may substitute for education requirement.

·         Ability to remain alert at all times and to react quickly and calmly in emergencies.

·         Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures. Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgment. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.    

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.                       

·          Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

  • Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.                 
CONDITIONS OF EMPLOYMENT:

·         Prior to starting employment, the candidate must complete a satisfactory background check.  The background check is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, driving record, sex offender registry, education, training and licensing verification, employment history, credit check, and professional and personal references.

·         Possess a valid unrestricted State of Michigan Operator’s License and maintain eligibility to drive as per the County’s vehicle policy throughout employment in this position.

·         The employee must successfully complete an annual criminal background check in order to obtain and maintain LEIN certification throughout employment in this position.

  • Possess a familiarity with firearms and must be able to obtain a Concealed Pistol License (CPL) within ninety (90) days of hire and maintain license throughout the course of employment as a condition of continued employment.  Anyone who is authorized to carry a firearm on duty shall qualify with said weapon annually.  Employee shall not at any time carry any weapon with which he/she has not qualified as required.

·         Tasks are performed in a courtroom environment during normal office hours from 8:00 a.m. through 4:30 p.m.

·         The noise level in the work environment is moderate with many interruptions.

·         Work involves an element of risk in the event of a breach of security.

·         Tasks require the use of Personal Protective Equipment such as gloves and hand sanitizer.
