POSITION SUMMARY:

The Airport Director is responsible for administration and management of the operation of the St. Clair County International Airport and Air Industrial Park on a daily basis. Administration includes the direction of the workforce and recommendation as to appointment, discipline and discharge of all support staff. Management includes enforcement of the airport Rates and Fees, Rules, Regulations (FAA, MDOT Office of Aeronautics, OSHA), Minimum Standards and County policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         Manages the daily administrative and operational control of the airport and its resources.

·         Appoints, disciplines, schedules, trains and relieves employees of work in accordance with all applicable collective bargaining agreements, personnel policies and budgetary allocations as directed.

·         Coordinate and initiates the marketing of the airport and Air Industrial Park.

·         Recommend opportunities or policies, which will generate revenue for the airport and Air Industrial Park.

·         Prepares and recommends an annual operational budget to the County Administrator/Controller.

·         Administers multiple airport budgets.

·         Enforces the airport’s Rate and Fees, Rules Regulation and Minimum Standards of the airport, Michigan Aeronautics Commission, Federal Aviation Administration and the St. Clair County Board of Commissioners.

·         Provides proper maintenance of all airport property, facilities and equipment.

·         Protect, preserve and maintains the assets represented by the capital investment in the airport.

·         Advises the County Administrator/Controller of proposed construction or zoning changes to or near the airport properties, facilities and equipment, which could affect air navigation safety or the use of the airport.

·         Assists the Federal Aviation Administration in the enforcement of the applicable Federal Regulations

·         Assist U.S. Customs and Immigration to effectively run the airport as an efficient international point of entry.

·         Promote the utilization of the airport and its facilities and maintain good public relations with airport users, tenants, and the general public.

·         Solicits, processes applies and administers financial grants as directed, upholding federal grant assurances.

·         Provides and maintains leases, reports and records in accordance with all governing direction imposed upon the airport by Federal, State and Local commissions and/or agencies.

·         Provides periodic activity and progress reports as directed.

·         Acts in an advisory capacity to the St. Clair County Board of Commissioners, Aeronautics Board, County Administrator/Controller and as otherwise requested.

·         Develops and maintains airport emergency plan, security plan and Rules Regulations and Minimum Standards.

·         Maintain compliance DEQ Stormwater prevention plan, DNR Wildlife control permits, and DEQ Environmental regulations.

·         Ability to operate heavy equipment for snow plowing and turf mowing.

·         Enforces the St. Clair County International Airport Zoning Ordinance.

·         Analyzes fuel sales, volumes and inventory.

·         Performs a variety of administrative and managerial tasks as may be assigned.

·         Liaison with State of Michigan Office of Aeronautics and the Federal Aviation Administration

·         Supervise Fixed Based Operator Aviation Services Contract.

·         Availability for airport emergencies 24 hours a day 7 days a week.

·         Other duties as assigned.

 

SUPERVISION RECEIVED:

An employee in this classification is subject to the supervision and direction of the County Administrator/Controller.

SUPERVISORY RESPONSIBILITIES:

An employee in this classification exercises control for the appointment, discipline and discharge of all Airport personnel. Task assignment, assessment and evaluation shall also be the responsibility of the employee in this classification.

EXPERIENCE, SKILLS, EDUCATION:

·         Possession of a bachelor’s degree in airport management or related management field of study is preferred.

·         Five years of progressively responsible experience including administrative, public relations, marketing and airport operations is required.

·         Knowledge of Federal Aviation Administration rules and regulations, Office of Aeronautics safety standards.

·         Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures. Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgment. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments.                     

·         Complex accounts receivable/payable practices, banking procedures, third party billing and private pay processes.  Proficient in accounting software, i.e. Bi-Tech or One Solution. Ability to reconcile financial reports or records; process department payroll; prepare and reconciled journal entries; purchasing procedures. Knowledge of accounting principles, audit standards, budgeting; annual financial reporting; and IRS practices for Federal, State and Local. Knowledge of liability coverage and claims procedures.

·         Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.             

·         Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.                       

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.

 

CONDITIONS OF EMPLOYMENT:

  • Must possess a valid State of Michigan operator license and maintain this license throughout employment in this position.
  • Must possess a valid State of Michigan in Airport Management through MDOT Office of Aeronautics license and maintain this license throughout employment in this position.
  • Automated External Defibrillator and CPR Certification required.

·         Normal office hours are from 8:00 a.m. through 4:30 p.m. may be required to attend, due to the nature of the work hours may include overtime, evenings or weekends.

·         The noise level in the work environment is moderate with many interruptions.
