POSITION SUMMARY:

The Assistant Program Manager functions as the assistant to the Program Director and assists with administrative functions.  In addition, the Assistant Program Manager will design delivery systems for various group processes, assist in the developing and implementing of life skill units, assist in setting up and maintaining community service projects and assist in the training and supervision of the staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Maintain and enforce DTNW policies, rules, and regulations and ensures that proper discipline is maintained within the facility and that all security and program policies and procedures are understood and followed and that changes in policies are disseminated.
  • Attend and represent Program at judicial hearings (i.e.: PVH, Reviews, Trials, Show Cause, etc.).
  • Transport youth to/from home, court appointments, community service projects, recreational outings, etc.
  • Attend activities when requested to do so.
  • Maintain, submit and monitor the National Food Program account.
  • Write, monitor and maintain all grant programs.
  • Maintain, submit and monitor all Program accounts payable.
  • Maintain and monitor all County and State required inspections and drills.
  • Maintain and monitor all petty cash expenses.
  • Maintain client incentive awards.
  • Maintain and monitor building repairs.
  • Maintain and monitor substance abuse testing, records and substance abuse programs.
  • Maintain and monitor use of County equipment.
  • Assist in responding to after-hours emergencies.
  • Develop, coordinate and monitor job skills training, job recruiting, placement and supervision.
  • Participates in the development, implementation, and evaluation of youth programming.
  • Serve as a liaison between Program, community and the County.
  • Purchase supplies for Program needs.
  • Ensure that payroll is completed accurately and on time.
  • Establish and maintain the day-to-day work schedule of employees by processing time off requests, scheduling such absences and arranging for substitute workers.
  • Participates in the employee selection, orientation, training and evaluation process.
  • Maintain and monitor family and client compliance with Court Orders.
  • Perform the duties of the Program Director in his/her absence.
  • Coordinate and collaborate with other staff as necessary to ensure the smooth functioning of the program.
  • Work collaboratively with all aspects of the program (i.e. mental health, surveillance and education).
  • Substitute for other staff as program needs dictate.
  • Coordinate all youth intake and discharge processes.
  • Perform duties at either DTNW program location as assigned by the Director or the Court.
  • Intervene as necessary in crisis situations. Follow policy and procedural guidelines for physical restraint and management.
  • Consistently model professional interactions with supervisor, youth, co-workers, family members and others connected to the program.
  • Other duties as assigned.
SUPERVISION RECEIVED:

Work is performed under the direction of the Probate Court - Family Division Administrator and the Director of Youth Services with direct supervision by the Program Manager.

SUPERVISORY RESPONSIBILITIES:

Immediate supervision of At-Risk Youth Workers and Shift Leads.

EXPERIENCE, SKILLS, EDUCATION:
  • A Bachelor degree with a major in Child Development, Criminal Justice, Education, Psychology, Sociology, Social Work or a closely related Behavioral Science field required; Master’s degree preferred.
  • 3 to 5 years of progressively responsible professional work experience in supervision or Juvenile Court setting required; experience working with at-risk or delinquent youth preferred.
  • An equivalent combination of relevant professional work experience supplemented by post-high school technical training, college coursework and/or certification may substitute for education requirement.
  • Manage and direct departmental operations, including budgeting, strategic planning. Knowledge of and interpret applicable federal, state and local regulations. Develop, apply and explain department and County procedure and policies. Plan and coordinate work staff activities, prioritize, instruct, set deadlines, objectives, measure success, and make recommendations and resolve issues. Methods of research, planning, conducting and implementing major studies or projects. Design and recommend new forms, reports or procedures. Ability to understand and work in complex data processing system, analyze data and exercise sound financial judgment. Analyze administrative problems, evaluate alternatives and implement sound solutions. Prepare and present reports, speeches or training programs to groups. Provide training and guidance in handling difficult or complex problems or resolving escalated complaints or disputes. Work independently with limited direct supervision. Coordinate activities with other departments.  

·         Ability to communicate effectively and efficiently with management, co-workers and clients; obtain and communicate accurate information; apply common sense understanding to complex instructions and respond accordingly;  communicate complex ideas through graphs, charts, presentations, reports or other professional correspondence.

  • Knowledge or understanding of basic administrative tasks: operate standard office equipment; document management; prepare and maintain records, various correspondences and reports; answer general inquiries and refer as necessary; answer telephone calls, process mail, order supplies/equipment; prepare meeting agendas, attend meetings, record/transcribe/distribute minutes; entering, transcribing, recording, storing or maintaining information in written or electronic form with speed and accuracy; maintain calendars, arrange meetings, schedule rooms and equipment as necessary.             
  • Writing, reading, mathematical principles; proficient computer skills-Microsoft Office Suite, Outlook; exercise sound judgment and decision making in accordance with policies and procedures; ability to research and problem solve independently; knowledge of County operations and functions; ability to prioritize and time manage; handle stressful situations, provide effective and friendly customer service; support the County's mission and values; ability to think critically where necessary.

·         Ability to work under supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.                                             

·         Adaptability to change in the work environment, managing competing demands and ability to deal with frequent changes, delays or unexpected events.

·         Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction

·         Proficient skills using Microsoft Office programs including, but not limited to: Word, Excel, Access, and Outlook required.  Proficiency may be tested.      

CONDITIONS OF EMPLOYMENT:

·         Prior to starting employment, the candidate must complete a satisfactory background check.  The background check is understood to encompass all forms of pre-employment screening, including but not limited to: drug screen, physical, criminal background, Central Registry clearance, driving record, sex offender registry, education, training and licensing verification, credit check, school and employment records, home environment, personal traits, integrity and professional and personal references.  Candidate must successfully complete an annual background check throughout employment in the position in order maintain satisfactory qualifications. 

·         Possess a valid State of Michigan Operator’s License and maintain eligibility to drive as per the County’s vehicle policy throughout employment in this position.  Must obtain chauffer’s license within 10 days of appointment in the position and maintain this license throughout as a condition of continued employment.

·         Possess a valid CPR, first aid and AED certification, or successfully complete the training within ninety (90) days of employment in the position.

  • Successfully complete all required training as mandated by the department and state regulations.

·         This position will require irregular hours and work schedules will include nights, weekends, holidays and unanticipated overtime. 

·         This position involves contact with people harboring potentially communicable diseases and is frequently at risk to exposure from bodily fluids.  Tasks require the use of Personal Protective Equipment such as gloves and hand sanitizer.

·         The noise level in the work environment is moderate with many interruptions.

·         Work involves an element of risk in dealing with the physical and emotional behavior of youth.
