Title: Engineer/Deputy Drain Commissioner

GENERAL STATEMENT OF DUTIES

Performs survey, design and technical oversight of drain function issues, environmental compliance, development review, reviews and adapts development rules and evaluates compliance with standards, rules and objectives of the Drain Commissioner.  Oversees and supervises  the county drain maintenance program, including inspection, maintenance, construction, equipment operation, and related administrative tasks.  Investigates drain-related problems and complaints.  Assists the Drain Commissioner in assessment of drainage districts, financing of drain projects, and public hearings.  Assists other county departments as assigned and qualified.

DESIRABLE QUALIFICATIONS

Reasonable knowledge of the design of drain and of drafting techniques.

Reasonable knowledge of modern office and bookkeeping practices and procedures.

Speed, skill and accuracy in the operation of a personal computer.

Ability to make accurate calculations, to write letters and reports and to work with legal documents.

Ability to work with maps, plans and blueprints.

Ability to assemble data and prepare accurate records and reports.

Ability to work effectively with other employees and the general public.

AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:

Possession of a Bachelor's Degree in Civil Engineering equivalent.  Three to five years experience in the construction, drainage, or environmental fields.  Must have a valid State of Michigan driver's license.  Computer knowledge, including Microsoft Word and Excel programs, hydraulic and hydrologic design software, drafting software is required.  Completion of, and certification through, the State prescribed soil erosion and sedimentation training program within first year of employment.  Possession of a Professional Engineering License from the State of Michigan. 

TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)

Supervises consultants of the Drain Office related to technical issues of drain function and design, overseeing consultants production, assigning work, and reviewing designs.

Directs the administrative functions of the office including administering the department budget and monitoring expenditures to ensure compliance with the established budget.  Oversees the accounting functions of the office.  Prepares the annual report for the Drain Office. 

Develops polices and procedures to guide all operational and administrative activities of the office. 

Ensures the compliance and maintenance of all departmental submittals such as drain districts, lake level control districts, lake improvement projects, commercial and residential development and plat, condominium, subdivisions, industrial parks, and mobile home parks. 

Oversees, the maintenance of separate accounts for all drainage districts and charging of the proper accounts for maintenance including the issuance of payments to contractors and vendors and the identification of districts needing to be assessed. 

Assists Drain Commissioner to spread the assessments of properties for drain projects based on the benefit derived from the project.

Establishes and implements water management and financing plans for future storm water management.  Secures financing for water management projects, including bonding and apportionment of benefits to County residents and local units and attempting to secure alternative revenue sources.  Prepares grant applications.  Administers grants and prepares reports and other documents required by grant funding agencies.

Inspects drainage systems in need of maintenance.  Contracts maintenance work and reviews work of contractors.  Resolves complaints between property owners and contractors.
