Title: CHIEF PROBATION OFFICER

GENERAL STATEMENT OF DUTIES

The Chief Probation Officer is responsible for directing and supervising the caseload, reports and routine activities of the District Court Probation Department as well as performing the regular duties of a Probation Officer.

SUPERVISION RECEIVED
Work is performed under the direction of the Administrator for the 72nd District Court.
SUPERVISION EXERCISED
The Chief Probation Officer is the immediate and direct supervisor of all District Court Probation Officers and the department's clerical staff.
DESIRABLE QUALIFICATIONS
Thorough knowledge of all statutes, case law decisions and court rules regulating the pre-sentence investigations; the structuring of sentences and terms of probations; the procedures for imposing sanctions for violations of probation; and the conditions warranting discharge form probation.
Considerable knowledge of the principles and practices of adult criminal corrections, alternatives available for sentencing and the community resources available for professional therapy and counseling.
Ability to communicate and work effectively with Judges, Court Administrator and members of the District Court Probation Department staff.
Ability to organize work schedules and caseload assignments.
Initiative with a strong tendency toward high productivity, problem resolution, and independent leadership without frequent direction.
Strong management skill in setting requirements, monitoring performance and providing the necessary guidance to accomplish goals.
Ability to interact positively with members of outside agencies and the general public.
A general enthusiasm for the job and a desire to maintain high standards of performance and to continually improve the level of service.
Ability to adapt to changing needs of the court, including alcohol and substance abuse screening and assessment; community service supervision; alternative sentencing and computerization.
AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
A Bachelor's Degree in Criminal Justice, Psychology, Sociology, Business Administration, Political Science or related field.
No criminal convictions.
Possession of a valid Michigan Driver's License.
A minimum of five (5) years experience as a probation agent, corrections officer, social worker, police officer or related field.
Waiver of specific requirements may be made if an applicant possesses exceptional managerial skill.
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
Serves as a working supervisor, performing duties of a probation officer with a full caseload while directing the professional and support staff of the department.
Participates in employee selection, training, performance evaluations, disciplinary actions and salary increase recommendations.
Assists in preparation of annual departmental budget and monitors expenditures against projected costs.
Assures accuracy of accounts for fines, costs, restitution and reimbursement of attorney fees as received from probationers and appropriate distributions.
Reviews and approves all pre-sentence investigation reports and sentence recommendations as to both form and content.
Assigns cases to probation officers in a manner so as to provide equal distribution of workload.
Monitors attendance, daily activities of staff and effectiveness of work habits.
Assures the completion of all pre-sentence reports by due dates and violation recommendations prior to expiration of court’s jurisdiction.
Provides guidance to probation officers in counseling probationers and in availability of outside agency assistance when needed.
Supplies Court Administrator with statistical reports of current caseload, new referrals, discharges, fees collected and other pertinent information.
Performs or directs the performance of screening and assessments as necessary for sentencing of offenders convicted of drinking and driving; included is the training and licensing required to be in conformance with regulations of the Michigan Office of Substance Abuse Services.
Provides periodic reports of departmental progress, problems and needs to the Court Administrator.
Instructs probation officers on changes in legal requirements and objectives of the judges as required.
Provides any and all services reasonable necessary to the efficient operation of the Probation Department.
