GENERAL STATEMENT OF DUTIES
Performs a wide variety of specialized complex human resources related activities, including but not limited to; complete clerical support for collective bargaining negotiations, mediation, arbitration, grievances and human resource related tasks. Maintains communication and collaborative relationships with departments, union representatives, union leaders, chief negotiator, legal council and other relevant parties. |
SUPERVISION RECEIVED
Work is performed under the direct supervision of the Human Resources Director. |
SUPERVISION EXERCISED
May assign work to subordinate clerical employees and act as a crew leader but does not function as a supervisor with authority to meaningfully recommend discipline. |
DESIRABLE QUALIFICATIONS
Considerable knowledge of the principles, practices and pertinent laws concerning labor relations and collective bargaining.
Considerable knowledge in at least two of the human resource functions of recruitment, worker’s compensation, unemployment, FMLA, retirement/deferred compensation, labor relations, classification and compensation plans or employee fringe benefit plans.
Considerable ability in the operation of a computer and human resources related software.
Proven knowledge of spreadsheet and word processing software.
Proven ability to create a variety of complex reports and documents upon demand.
Proven ability to compile and maintain and accurate documents, records and reports.
Proven ability to effectively communicate in written and verbal forms.
Proven ability to complete time sensitive tasks and activities and to meet deadlines.
Proven ability to maintain sensitive information in confidence.
Proven ability to work well with others in a modern office setting and to take direction from supervisors.
Proven ability to deal with people in a tactful and courteous manner. |
AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
Possession of a Bachelors Degree in Labor Relations, Human Resources, Public Administration or related field required. Eight years of increasingly responsible experience in a Human Resource Department administrating labor relations for a unionized and non-unionized work environment with a workforce of 500 or more employees may substitute for education.
Two years of experience in a responsible position with a human resources department required in addition to education or substantially equivalent professional experience in a human resources department administrating labor relations for a unionized and non-unionized work environment with a workforce of 500 or more employees. |
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
Provide clerical support for multiple unit collective bargaining, grievances, mediation and arbitration.
Maintains and compiles documents, records and reports as required.
Schedule, coordinate and communicate meetings as related to labor relations.
Prepare recommended proposals, strategies and goals for collective bargaining.
Answer routine questions about collective bargaining, mediation, arbitration and grievances.
Participate in the study, research and review of issues pertinent to the County’s labor relations.
Participate in informational surveys and research as directed and/or required.
Update and uniformly apply HR policies and procedures as they relate to laws and/or union contracts.
Compile and prepare regular informational documents and reports relative to labor relations.
Develop and maintain collaborative relationships with chief negotiator, legal council, business agents, local officers and employees.
Assists in the development of department operational policy.
Performs human resource related work as directed and/or required. |
