GENERAL STATEMENT OF DUTIES
Assists the Deputy Controller/Finance Director in management responsibility in the planning, implementation and monitoring of the accounting systems. Daily supervises and monitors the activities of the accounts payable system, accounts receivable, purchasing and risk management functions of the office on an independent basis. Assists the independent auditors in the examination of the financial records. Maintains and controls user security and access to the financial software system and is responsible for general ledger maintenance and integrity. |
SUPERVISION RECEIVED
Supervision is received from the Deputy Controller/Finance Director. |
SUPERVISION EXERCISED
Supervision is exercised over the daily activities of the personnel in the Finance and Accounting Department and over all entries to the General Ledger system. |
DESIRABLE QUALIFICATIONS
Thorough knowledge of Generally Accepted Accounting Principles, Government Audit Standards, U.S. Office of Management and Budget Circular A-133, and the pronouncements of the Governmental Accounting Standards Board.
General knowledge of the general laws of the State of Michigan, including the Controllers Act and the Budget Act.
Thorough knowledge of modern internal and external audit procedures and modern governmental accounting systems and procedures.
Considerable ability to analyze complex data and exercise sound judgment in making decisions.
Considerable ability to work in, understand and maintain a complex modern data processing system.
Considerable ability to work with standardized software packages.
Considerable ability to prepare written and oral financial and technical reports.
Ability to assist in the development of the long-range goals and programs of the Accounting Department.
Ability to supervise and coordinate the work of others.
Ability to establish and maintain effective relationships with County officials, employees and the general public. |
AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
Must have a minimum of five years of increasingly responsible work experience as an accountant which shall have included a minimum of two years audit experience with a properly licensed CPA firm,
AND,
have a Bachelor's degree from an accredited university or college with a major in Accounting,
AND,
hold certification as a CPA, CIA, CMA or CGA. |
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
Maintains the General Ledger in a manner consistent with Generally Accepted Accounting Principles and the pronouncements of the Governmental Accounting Standards Board.
Prepare/review all journal entries to be posted to the General Ledger.
Review and post all Accounts Payable transactions to the General Ledger.
Review and post all Accounts Receivable and cash receipting activities to the General Ledger.
Develop accounting policies and procedures.
Assign all data base security in the accounting software system.
Assist departments in obtaining financial data.
Organize or perform complex accounting reconciliations for the annual audit.
Maintain a complex chart of accounts in a highly sophisticated accounting software system.
Other duties as assigned by the Deputy Controller/Finance Director.
PHYSICAL ACTIVITIES
An employee in this class performs generally sedentary work requiring the occasional lifting of objects weighing thirty-five pounds or less.
ENVIRONMENTAL CONDITIONS
The Accounting Manager generally works in the accounting offices in the St. Clair County Administrative Building with occasional travel to the various County Departments. |
