GENERAL STATEMENT OF DUTIES
An employee in the classification is primarily responsibility for the purchase of computer, electronic devices and communications equipment and ancillary devices and software for all County and Court departments and divisions. Assists in the Purchasing Coordinator in the purchasing of other goods and services as directed. Performs work in support of the purchasing activity as directed. |
SUPERVISION RECEIVED
General and indirect supervision is exercised by the County Administrator/Controller. The Purchasing Coordinator will act as a lead worker. |

DESIRABLE QUALIFICATIONS
Reasonable knowledge of modern purchasing methods, procedures and policies.
Must have good public relations and communications skills in dealing with departments and venders.
Must have a good knowledge of computers, electronic devices and communication equipment.
Must be proficient in the use of Microsoft spreadsheet and word processing software.
Must have considerable knowledge of product code systems.
Must have proven verbal and writing skills.
Considerable ability to analyze data and exercise sound judgment with limited direction supervision.
Considerable ability to understand and work in a complex data processing environment. |
AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
A minimum of two years of purchasing experience working independently within a medium [300 employees] to large [750 employees] organization along with an Associates Degree in Business Administration or closely related field of study from an accredited college or university is required.

Five years experience in a medium sized organization with progressively responsible purchasing duties. |
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
Prepares or assists in the preparation of Requests For Proposal (RFP) and Bids.
Assists departments in the purchase and acquisition of supplies, equipment or services.
Maintain records related procurement, purchases, RFPs and bids.
Prepare analytical and informational reports when directed.
Maintain vendor contracts for small office supplies.
Assist the Purchasing Coordinator with drafting and enforcement of purchasing policy and procedure.
Assist in the maintenance of the automated purchasing system.
Assist in research.
Tracking of purchase order numbers and blanket order status.
Assist the Coordinator with identification of cost saving programs.
Any other related purchasing duties as required.
PHYSICAL ACTIVITIES
An employee in this classification generally performs sedentary work requiring the occasional lifting of objects weighing fifty (50) or less.
ENVIRONMENTAL CONDITIONS
The Purchasing Clerk generally works in the Controllers Office in the St. Clair County Administrative Office Building with travel to the various County and Court Departments as necessary. |
