Title: Administrative Analyst
Department: Administrator/Controller
Wage Range: $43,811   View compensation structure
GENERAL STATEMENT OF DUTIES

This is a supervisory professional position assisting in the analysis and development of operational procedures, organizational structures, corporate initiatives and policies of municipal programs. The position is highly responsible, complex and requires confidentiality of all matters not deemed to be public information. Wide leeway is allowed for the exercise of independent judgment.

SUPERVISION RECEIVED
Reports directly to and works under the general supervision of the County Administrator/Controller.
SUPERVISION EXERCISED
Direct supervision is exercised over clerical staff and interns in the Administrator/Controllers office.
DESIRABLE QUALIFICATIONS
Proven knowledge of the methods of research, program analysis and report preparation.
Proven knowledge of the principles of public administration with some knowledge of budget administration.
Ability to write clear and concise reports which have their origin in several source documents.
Ability to plan, coordinate and organize major studies or projects.
Ability to contribute positively in a work group.
Ability to effectively communicate verbally.
Ability to develop comprehensive plans, reports, documents and projects from general direction.
Ability to accomplish assigned tasks with a minimum of supervision.
Ability to meet the public and discuss problems and complaints in a tactful, courteous and effective manner.
Ability to establish and maintain a positive working relationship with department heads as well as all other County employees.
Ability to write clear coherent policy.
Ability to organize and maintain records, reports, documents and data.
Must be proficient in the use of a computer including word processing, spreadsheet and databases.
AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:

Graduation from a college or university with a Baccalaureate Degree in Public Administration, Business Administration or related field is minimally required.  In conjunction with education an individual must have three years of responsible administrative and analytical experience in municipal government with 300 or more employees.

OR

An Associates Degree in Public Administration, Business Administration or related field and four years of service with a municipality of 300 or more full time employees with proven experience in administrative analysis, municipal management, policy development and project management.

TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
Compiles data, information, prepares technical and strategic reports for the County Administrator/Controller and/or Board of County Commissioners.
Conducts research and analysis of data and information in preparation of reports.
Provides oversight and leadership to special projects determined by the County Administrator/Controller.
Performs administrative and analytical support duties as directed.
Participates in operational and organizational programs and projects to assist and support the County Administrator/Controller.
Participates in budgetary preparation and/or monitoring meetings.
Collects, compiles and analyzes information from various sources on a variety of specialized topics related to assigned programs.
Prepare reports which may present and interpret data.
Assist in the developing and administering of operational, procedural and/or public policy.
May serve as liaison with public and private organizations, community groups or other professional, governmental and community based organizations.
May review and recommend solutions to general public complaints and questions related to assigned areas of responsibility.
Conduct feasibility studies.
Prepare and maintain comprehensive technical records and reports.
May be responsible for assigning and coordinating the duties and tasks of support staff. Perform organizational and procedural analysis of County departments as directed by the County Administrator/Controller.
Attend meetings and events on behalf of the County Administrator/Controller.
Performs other administrative and responsible tasks as required and assigned by the County Administrator/Controller.
Supervision of Board of Commissioners agenda preparation and distribution.
