GENERAL STATEMENT OF DUTIES
Under the direction of the Accounting Manager the Staff Accountant works on a variety of accounting tasks that include reconciliations of accounts and Funds, the maintenance of Fixed Asset records and inventory, the development and design of internal control systems, the creation of audit work papers and assistance to auditors. This person will work with all County departments and management in the implementation of the financial portion of PB Views as well as assisting in interpreting monthly service based costing data. This person will work in the field with departments to create and maintain certain sub-systems. This person will also receive training and be backup for the Grants/Receivable Accountant. |
SUPERVISION RECEIVED
The Staff Accountant works under the direct supervision of the Accounting Manager. |
SUPERVISION EXERCISED
This position exercises no direct supervision, however this position many be indirectly instructing staff in other Departments in the creation and proper use of accounting sub-systems. |
DESIRABLE QUALIFICATIONS
Knowledge of Generally Accepted Accounting Principles, Governmental Audit Standards, U.S. Office of management and Budget Circular A-133, and the pronouncements of the Governmental Accounting Standards Board.
Considerable knowledge of fiscal and auditing operations within a County government.
The ability to establish and maintain effective relationships with County officials, employees and the general public.
Considerable ability to understand and work in a complex data processing system, to analyze complex data and exercise sound accounting judgment without supervision.
Considerable knowledge of the principles surrounding fixed asset accounting.
Thorough knowledge of spreadsheet applications. |
AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
Must have a minimum of two years of recent work experience with a properly licensed Certified Public Accounting firm in Michigan, AND a Bachelor's Degree from an accredited college or university with a major in Accounting;
OR
Have a minimum of five years of recent work experience in an automated general ledger system and demonstrated ability to work in a fast paced multi-account system, AND a Bachelor's Degree from an accredited college or university with a major in Accounting.
Prefer experience in standard governmental accounting environment. |
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
Maintain monthly reconciliations of Trust and Agency Fund sub-ledger accounts to the General ledger.
Design and implementation of Internal Controls surrounding sub-ledgers maintained in various Departments.
Assist in the successful completion of the annual audit.
Training of individuals in other departments in the proper use of various accounting sub-ledgers.
Maintain subsidiary Fixed Asset ledger.
Tag all recorded assets, as practical.
Calculate and record depreciation.
Schedule and manage all auctions, sales or dispositions of Fixed Assets.
Prepare Fixed Asset sections of annual audit.
Provide backup as necessary to certain functions of the Accounting Manager (i.e. journal entry creation)
Provide backup as necessary to the Grant/Receivable Accountant
Assist in the creation of custom financial reports for departments
Other duties as assigned.
PHYSICAL ACTIVITIES
An employee in this classification generally performs sedentary work requiring the occasional lifting of objects weighing seventy-five pounds or less.
ENVIRONMENTAL CONDITIONS
The Staff Accountant generally works in the accounting offices in the St. Clair County Administrative Building with travel to the various County departments. |
