Title: Accounts Payable Clerk

GENERAL STATEMENT OF DUTIES
Under the direction of the Accounting Manager, the Accounts Payable Clerk administers the automated accounts payable system of the County. This employee receives vendor invoices and payment vouchers, verifies that all necessary information is present and accurate, assigns proper account numbers, matches invoices to purchase orders, as needed, or coordinates payment with the Purchases Clerk/Buyer, maintains the vendor files and communication with vendors, selects open invoices for payment and completes check preparation.
SUPERVISION RECEIVED
Work is performed under the general supervision of the Accounting Manager.
SUPERVISION EXERCISED
None.
DESIRABLE QUALIFICATIONS
Considerable knowledge of accounting, with emphasis on fund accounting.
Thorough knowledge of current accounts payable practices and procedures.
Thorough knowledge of, and the ability to implement, all current IRS, Federal, State and local laws and accounts payable practices and procedures.
Must have good public relations abilities for dealing with Vendors and Department personnel.
Must have proven knowledge of complex accounts payable processing systems.
Must have working knowledge of spreadsheet and word processing software.
Ability to work within specific time constraints and meet deadlines.
Ability to work cooperatively with supervisors, other staff members, other department personnel, vendors and the general public.
AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
Must have a minimum of two years of increasingly responsible recent work experience as an Accounts Payable Clerk in a highly automated system, AND, have an Associates Degree from an accredited college or university with a major in Accounting;

- OR -

A minimum of five (5) years increasingly responsible recent work experience as an Accounts Payable Clerk in a highly automated system in an organization with over $50,000,000 on annual payables.
Accounts Payable Certification preferred. Experience with the operation of BiTech accounts payable software is preferred.
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)

Receipt of invoices from vendors.
Verify accuracy of billing and authorization by Department Head for payment.
Accurately and consistently assign general ledge account numbers to requisitions/vouchers.
Match all required paperwork needed to initiate purchase order payments.
Communicate with Departments to ensure accuracy of information.
Communicate with Vendors to resolve account problems or receive information and maintain proper vendor relations.
Maintain accurate Vendor data base files.
Enter and verify accuracy of credit memos received from Vendors.
Reconcile vendor accounts.
Prepare accurate payables batches and enter into the computerized system for approval by the Accounting Manager.
Printing and processing of weekly accounts payable checks.
Transmittal of accounts payable check information to the bank for positive pay verification.
Set up new vendor accounts.
Consolidate vendor accounts and set up preferential billing terms.
Assist in preparation of annual 1099Misc.
Other duties as assigned.

PHYSICAL ACTIVITIES:
An employee in this classification generally performs sedentary work requiring the occasional lifting of objects weighing thirty-five (35) pounds or less.

ENVIRONMENTAL CONDITIONS:
The Accounts Payable Clerk generally works in the accounting offices in the St. Clair County Administrative Building with occasional travel to the various County departments.
