Title: Receivables/Grant Accountant

GENERAL STATEMENT OF DUTIES

Under the direction of the Accounting Manager, but working on an independent basis, the Receivables/Grant Accountant administers the receivables system of the County, including grant receivables. This employee identifies and records all receivables activity in the General Ledger, works with the various departments in grant reporting, prepares and sends invoices when necessary, works in the field with departments to create and maintain sub-systems, and maintains acceptable aging levels of receivables. This person will receive training and be backup to certain functions of the Accounting Manager.

SUPERVISION RECEIVED
The Receivables/Grant Accountant works under the direct supervision of the Accounting Manager.
SUPERVISION EXERCISED
This position exercised no direct supervision, however this position may be indirectly supervising or instructing staff in other Departments in the creation of and proper use of an accounts receivable sub-system.
DESIRABLE QUALIFICATIONS
  • Thorough knowledge of Generally Accepted Accounting Principles, Governmental Audit Standards, U.S. Office of Management and Budget Circular A-133, and the pronouncements of the Governmental Accounting Standards Board.
  • Considerable knowledge of fiscal and auditing operations within a County government.
  • Considerable ability to establish and maintain effective relationships with County officials, employees and the general public.
  • Considerable ability to analyze complex data and exercise sound judgment without supervision.
  • Considerable ability to understand and work in a complex data processing system.
  • Thorough knowledge of spreadsheet and word processing applications.

PHYSICAL ACTIVITIES:
An employee in this classification generally performs sedentary work requiring the occasional lifting of objects weighing thirty-five (35) pounds or less.

ENVIRONMENTAL CONDITIONS:
The Receivables/Grant Accountant generally works in the accounting offices in the St. Clair County Administrative Building with travel to the various County departments.

AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
Bachelor's degree from an accredited college or university with a major in Accounting;
AND
a minimum of two years audit experience with a Certified Public Accounting firm in Michigan,

- OR -

Bachelor's degree from an accredited college or university with a major in Accounting;
AND
a minimum of five (5) years increasingly responsible recent work experience as an Accounts Receivable/Grant Supervisor in an organization with over $100,000,000 in revenues and $10,000,000 in grants.

A valid Michigan CPA certificate and/or governmental audit experience is preferred.
TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
  • Identification of receivables working in the office or in the field.
  • Creation of accounts receivable sub-systems.
  • Training of individuals in other departments in the proper use of an accounts receivable sub-system.
  • Maintaining oversight of accounts receivable sub-systems in the field.
  • Preparing or assisting in the regular reconciliation of sub-system accounts.
  • Grant reconciliations and billing.
  • Preparation and distribution of sub-system billings.
  • Provide backup as necessary to certain functions of the Accounting Manager (ie. journal entry creation).
  • Other duties as assigned.
