GENERAL STATEMENT OF DUTIES
The Assistant Superintendent is responsible for administering and supervising all aspects of a residential child care facility; must be capable of establishing and supervising proper residential care programs for youths in both the Detention and Rehabilitation Treatment Program and supervising the Juvenile Center staff; for insuring that the facility is properly maintained and meets all regulatory and licensing requirements; and for conducting the various administrative and public relations responsibilities inherent in the position. |
SUPERVISION RECEIVED
Work is performed under the direct supervision of the Superintendent, the Director of Juvenile Services and the Probate Judge. The Assistant Superintendent acts in the Superintendent’s capacity in his/her absence. |
SUPERVISION EXERCISED
Under the direction and guidance of the Superintendent, the Assistant Superintendent supervises the Detention Program Shift Supervisors, childcare staff, kitchen staff, maintenance and custodial staff and the transportation officer. |
DESIRABLE QUALIFICATIONS
- Experience and demonstrated ability in administration including personnel, program, facility and budget management.
- Experience and demonstrated ability in public contact work.

AN EMPLOYEE IN THIS CLASSIFICATION, UPON APPOINTMENT, MUST HAVE THE FOLLOWING TRAINING AND EXPERIENCE:
At the time of appointment, the Assistant Superintendent shall have one of the following:
- A Bachelor’s Degree in Social Science, Human Services or Public Administration, plus four (4) years experience in an institution or a Juvenile Court, required.
- A Master’s Degree in Social Work, Sociology, Psychology, Guidance and Counseling, Education, Criminal Justice, Business or Public Administration, plus two (2) years of supervisory experience in an institution or a Juvenile Court.

TYPICAL EXAMPLES OF WORK: (An employee in this classification may be called upon to perform the following tasks which are illustrative and not exhaustive in nature.)
- Responsible for the efficient operation of the Juvenile Center during the absence of the Superintendent.
- Provides direct supervision to all supervisory staff in the Detention and Treatment Programs, all childcare staff, office staff, kitchen staff, maintenance and custodial staff and the transportation officer.
- Serves as the facility’s Program Director and is responsible for the development and supervision of the Detention Program Behavioral Management Program.
- Assists the Superintendent in the preparation of the master shift schedule and maintains the day-to-day work schedule of all employees by receiving requests for time off, scheduling such absences and arranging for substitute workers.
- Maintains accurate vacation, holiday and sick leave accrual records for all full time employees.
- Prepares billings to other agencies using the services of the facility and monitors payments from these agencies.
- Audits time cards for each pay period and prepare the facility’s bi-weekly payroll.
- Insures that proper individual counseling is provided and that accurate counseling records are maintained.
- Administers the observation report system.
- Prepares various reports assigned by the Superintendent including, but not limited to special reports, the weekly detention report, the weekly state ward detention report, the monthly detention statistics report and the monthly status report of state ward detentions.
- Assists the Superintendent in purchasing items needed to properly clothe and support residents, including exclusive responsibility for maintaining proper medical supplies within the facility.
- Coordinates the visits of the Center’s doctor and the doctor’s nurse to insure that residents are promptly available for medical care/physical exams and that any required medications or medical treatments outside the facility are promptly acquired.
- Engages in public relations activities such as conducting tours and speech making when requested and approved by the Superintendent and/or the Probate Judge.
- Serves as the facility’s primary staff trainer.
- Conducts periodic inspections of the facility to unsure proper building/equipment upkeep.
- Maintains close contact with residents and assists the Superintendent in decision making regarding residents.
- Is empowered to authorize admissions to detention during non-Court office hours.
- Conducts front desk operations in the absence of the secretary.
- When circumstances warrant, is subject to transfer to any area or position within the Probate Court or Juvenile Center to perform any duties which are required including the performance of substitute work for absent shift supervisors or child care workers
- Performs any other duties required by the Superintendent, Director of Juvenile Services and the Probate Judge.
